The Making Cities Resilient 2030 Initiative

African cities face increasing climate, disaster and development risks. Yet, assessments of their urban resilience reveal a fragmented approach to disaster risk reduction (DRR) and limited success in reducing disaster risks and impacts.

DRR is interconnected with urban development, climate adaptation, economic and financial planning and social equity, requiring the integration of different systems. Key frameworks for implementing DRR in cities are the Sendai Framework for Disaster Risk Reduction 2015-2030, the Paris Agreement, the New Urban Agenda, the United Nations Sustainable Development Goals and national and local DRR strategies.

What It's About

Making Cities Resilient 2030 (MCR2030) is a multi-stakeholder initiative aimed at enhancing cities’ resilience to risks through advocacy, knowledge sharing and experience exchange. The aim is to establish city-to-city learning networks, provide technical expertise, connect different layers of government and build partnerships to support cities in reducing risk and building resilience through a three-stage roadmap to urban resilience.

Through the United Nations Office for Disaster Risk Reduction (UNDRR), the Resilience Initiative Africa (RIA) supports cities that are part of the MCR2030 initiative.

MCR2030 provides access to knowledge, as well as monitoring and reporting tools, to help cities become inclusive, safe, resilient and sustainable by 2030, in support of achieving Sustainable Development Goal 11 (“Make cities and human settlements inclusive, safe, resilient and sustainable”) and other global frameworks.

Stage A of the roadmap to urban resilience focuses on enhancing cities’ understanding of risk reduction and resilience; Stage B focuses on improving assessment and diagnostic skills, alignment between local and national and regional strategies, as well as early-stage strategies and policies; and Stage C focuses on supporting cities in implementing risk reduction and resilience actions.

Collaboration and Contribution

RIA’s support for cities that are part of the MCR2030 initiative includes facilitating the application of tools such as UNDRR’s Disaster Resilience Scorecard for Cities in multisectoral workshops including a variety of different stakeholders to follow a whole-of-society approach.

The scorecard enables local governments to assess their resilience across 10 essential areas of disaster risk reduction, with the results informing the development of local DRR strategies to improve risk governance and provide a baseline for tracking progress in the implementation of the Sendai Framework.

RIA partners with UNDRR and Slum Dwellers International support cities in developing disaster risk reduction strategies and plans.
